Nearly - they made the engines in Chemnitz but the car itself was made in Zwickau, I think in the old Horch plant. VW took over both, at least in part. Which makes sense, because they were both Auto Union towns and of course VW incorporates the new Auto Union.

Nah, the EU has no such authority. Individual countries do, but these Trabants are so old nowadays most will be able to be registered as historic cars so they’ll be able circumvent emissions legislation other than the safety/emissions inspection every car is subjected to yearly or every 2 years.

Nope, at reunification the Trabi and other two strokes got an emissions exemption as they were designed for a different world.
